The Valley County Human Resources Department is recruiting for a Human Resources / Payroll Specialist to provide general HR support, but more specifically to perform all technical and administrative duties related to the accurate and timely processing of payroll for all county employees. This position serves as the primary point of contact for all payroll-related matters and ensures compliance with federal, state, and local regulations. Additionally, this position provides support in the areas of benefits administration, employee record keeping, employment verifications, and other HR-related areas.

Typical Duties & Responsibilities
In addition to providing general HR support, this position’s primary responsibility is the accurate and timely processing of bi-weekly payroll for county employees in all departments and offices. This includes setting up and maintaining employees in the county’s payroll system, reviewing submitted timesheets for accuracy and completeness, calculating payroll deductions, including federal and state taxes, benefit premiums, garnishments, and other voluntary deductions, and processing and distributing direct deposits, manual checks, off-cycle payments, pay stubs, W-2s, and other payroll-related documents.
Additionally, this position is responsible for maintaining accurate and up-to-date payroll records, including employee data, timekeeping records, and payroll reports, preparing and reconciling payroll-related general ledger accounts, journal entries, and benefit statements, and preparing and submitting all required payroll tax filings (e.g., 941, W-2s) and other regulatory reports.
This position is also responsible for administering the county’s employee benefit program, including the health, dental, vision, life insurance, and retirement plans, managing employee enrollments, changes, and terminations in benefit plans, and reconciling benefit invoices and ensuring accurate payment to vendors.
Additional HR responsibilities include assisting with onboarding and offboarding processes, maintaining employee personnel files, providing general HR support to employees and supervisors on a variety of HR-related matters, and responding to general employee HR questions.

Typical Qualifications
To qualify for this position, the successful candidate should have a bachelor’s degree or higher in Human Resources Management, Business Administration, Accounting, or a related field; or an equivalent number of years of progressively responsible experience providing general HR support, including payroll processing for medium-to-large sized multi-dimensional organizations. Previous experience and familiarity with fundamental accounting principles related to payroll, including experience with basic data entry, journal entries, and reconciliation tasks is also desired.
Additionally, candidates should be very computer proficient, have excellent written and verbal communication skills, and possess strong attention to detail, including organizational and time management skills.
