POSITION SUMMARY:
Provides leadership
and direction to an international workforce, to achieve best in class safety,
quality, productivity, and cost performance while supporting U.S. Government client
expectations in multiple countries under difficult conditions. Ensures all program
management activities are seen through to acceptable completions. Conducts annual
financial budgeting assistance, forecasting and reporting, coordinates and
facilitates program planning, proposal development, execution, monitoring, and
control and reporting; serves as the primary program point of contact to
executive management; and is responsible for managing and coordinating resource
utilization across all programs. Ability to interact and communicate with
Executive Level Military and Civilian leadership.
Must display
excellent skills in management techniques, counseling, employee relations,
tactical and strategic business planning policy development and organizational
design and must have experience in building and developing employees within an
effective team environment.
RESPONSIBILITIES AND
DUTIES:
- Direct all phases of programs from inception to completion.
- Responsible for overseeing cost, schedule, and technical
performance over programs.
- Identify program problems and enact solutions such as
allocation of resources and contractual specifications (scope).
- Effectively communicates programmatic expectations and goals
to leadership and subordinates.
- Communicate company direction, approach, priorities, events
and status to management and employees.
- Track program progress and conduct status meetings with
resource leads.
- Act as a liaison to various teams (Mobilization, Security,
Contract Administration, Accounting, Business Development, Safety, Quality
Control, and Human Resources) to identify and assess program processes,
workflows, business requirements, financials, and communication.
- Interface with Executive Management to confirm program
sponsorship and support, report progress, achievements, and significant issues
and risks.
- Develop new business and/or expand services with the
customer.
QUALIFICATIONS:
- United States Citizen.
- Department of Defense Secret Clearance with the ability to
obtain Top Secret.
- Bachelor’s Degree in Business or 20 years in Military
(retired E-8 or higher).
- 5+ Years’ experience with DoD related Program Management or
equivalent experience. Middle East is preferred.
- 15 years Management Experience including 10 years supervisory
experience within the last 15 years.
- Understand the USG government contracting process.
- Exercise leadership competencies in: customer focus, open and
direct communication, conflict resolution, ability to mentor and professionally
develop subordinates, being a change driver, process improvement, and ethics,
compliance and safety.
- Demonstrated ability to communicate with all levels of
personnel, from entry-level to executive management.
- Prior experience developing an adherence to Statement of Work
(SOW) and Performance Work Statement (PWS)/
- Prior experience developing program policies and program
management systems.
- Must demonstrate the following skills: excellent written and
verbal communication, organization and planning, problem analysis and
problem-solving, team leadership, formal presentations, adaptability,
innovation, judgement, decision-making, stress tolerance, collaborations, and self-motivation.
- Competent Microsoft Office Suite Skills.
- PMP Certification highly desirable
- DAWIA Level III Program Management Certificate
